In my opinion, Stan, legislation will not be needed to bring about such a regional devolution - just the normal course of events as they are currently unfolding will in time do it - almost by default. The whole mess is just too large for the Feds to manage anymore - a state that has existed for at least two or three decades.

I see it happening right now in California, Arizona, Texas but, curiously, not in the South. That surprises me in view of New Orleans, rising ocean levels and immigration - all issues the Feds cannot get their arms around, much less their brains.
