Stuart's Cavalry at Gettysburg

We all know the role Stuart's cavalry played at Gettysburg.

But could he have had a greater impact on the outcome if he had imployed his cavalry differently? If Lee hadn't attacked with Pickett's Charge on the 3rd and given Stuart that 24 hours to ride around behind the Union Lines harrassing the Union Communications. Would Meade have stayed in his fortifications?
