In addition to what you've named:
If you tour the Texas State Capitol building, Jim, don't forget to look down at the floor in the beutiful rotunda. You'll find all six flags, including the CSA, there as well as something similar over the main entrance. Then, in the east wing, there is a plaque containing the creed of the Children of the Confederacy.

As long as the idiots running for office don't cave in to get a vote, we'll retain all these beautiful monuments.

Those original plaques were approved by state constitutional amendment by the voters of Texas when they approved use of the funds. At issue here is whether later office-holders can arbitrarily undo what the people have decided in the past without their consent.
