Yes, he CLEARLY violated his oath, it really DOESN'T MATTER what his "best" was (EVEN THOUGH "HIS BEST" APPEARS IN THE OATH), IF HE UNDERSTOOD the Constitution, and ONE HAS TO give him THE BENEFIT OF THE DOUBT that he did, he didn't follow PROPER PROCEDURES to approve his actions before Congress and restricted, or denied States' rights.
