them (with a few minor exceptions). Article I, Section 8, Clause 3, stipulated that the Congress shall have the power to regulate commerce with foreign nations, and among the several States, and with Indian tribes; but neither this, nor any other clause contained in the Constitution, shall ever be construed to delegate power to the Congress to appropriate money for any internal improvement intended to facilitate commerce . . ."
