These are interesting posts about a little-known point of contention between the Northern and Southern states. I recall, years ago, reading a biography of Jefferson Davis. In the book, he railed in the Senate against the construction of a Mississippi River levee system, to prevent flooding in the Delta. It seems the southern politicians, pre-war, felt that government programs came with too many strings and would lead to a more and more powerful central government.
