I've been reading General Twiggs coorespondance. He was in overall command of Federal Forces in Texas, later to be the highest ranking Union officer to defect to the Confederacy. He wrote nearly a half dozen offical request to the War Dept. (Sec. of War/White House) asking what to do when Texas seceded. He never got an answer. But Scott (Chief of the Army) finally gave him instructions on what to do and they made a deal with the government of Texas for an official truce and turn over. Very different indeed. It was during this time Col. Lee was reassigned back to Washington.
