The Declaration of Independence directly addresses the issues behind the secession of the American colonies from the United Kingdom. Neither the Constitution of 1789 or the Constitution of 1861 addresses the issue of secession. As we both know, it's an implied right reserved to each state under the Tenth Ammendment.
