It didn't pass at all, only an ineffective measure that refused to draft, or emancipate any slaves,and only arm those who were donated.
The measure that passed was more in line with this editorial than with Lee. This editorial was more in line with hunter than with Lee. Hunter's faction won, with congressmen voting from all areas of the south. Were they all mis-reprentsenting their home constituents?
