Okay, same as the War Powers Act that has been abused by modern U.S. Presidents. And there is no need for a balanced budget amendment. If Congress would only refuse to raise the debt ceiling, there would HAVE to be a balanced budget. There is no enforcement of the U.S. Constitution. The wrong side won the War, the so-called War Between the States and we inherited this Centralized government that has no bounds, no respect of States Rights or individual rights.
