Re: 14th Amendment and the Dept Ceiling

I don't believe it gives the President any such authority. Being an Amendment and not associated with an Article, it must be an implied law which requires a ruling by the Courts. It does seem to remove the judgement of the legality of debts from the courts (Article 6 Already covered this); and Congress is the only authority in the U.S. Government to allow the printing of money (Article 1 Section 8), I do not see how the Executive could enforce this section of the Amendment.
