Thanks George, I've often used your site in my own research. They usually start by referring to this "policy" or "law". When you press them to show or quote such "law", they start referencing speeches by Davis, Stephens, or maybe Howell Cobb. Then you're saying there was no such "law" or "policy", even after the Army re-organized in 1862 ? The Richmond Government never dictated to Field Commanders not to enlist Blacks ?
