Before 1868 the units that are today called counties were termed districts. Union District was then and is today a separate entity from Spartanburg District/County. As Johnny Reb correctly posted, Union is the county seat for Union County. In the mid-19th Century the town that is today Union was called Unionville. Spartanburg District was adjacent to Union District to its northwest. Consult a map for the geographic location. The only difference is that present day Cherokee County did not exist in 1860; it was created in the latter years of the 19th Centry form parts of Spartanburg, Union, and York Counties.
