The cross itself doesn't provide information about the individual. Many of these were taken up in the course of the scrap metal drives during World War II. That sounds awful now, but in time of national emergency it was considered the patriotic thing to do.

Since Baltimore was never held by Confederate military forces the only way this man might have been there would have been as a prisoner-of-war on his way to or from prison camp.
