The NPS index doesn't include anyone by this name who would have been in command of Confederate troops. The question remains, who could this man have been? The next place to look would the 1860 census.

I have studied a similar situation in which a man having no connection to the Confederate military claimed to have authority as such and used his pretended authority as a cover for wanton violence.
