P. H. Starnes, Guerrilla?

I have been doing some genealogical research when I found an reference to my great great great great grandmother's brother Pleasant Henderson Starnes during the Civil War. From the book Of them that Left A Name Behind, p. 215; "...Pleasant Henderson Starnes, is believed to have been the leader of a small band of Southern diehards in Tennessee, referred as '"one P. H. Starnes, a very notorious character'" by the U. S. Army officer who finally caught and arrested him just after the end of the Civil War." This reference of being a "notorious character" is listed as being from a report of J. W. Harrington, Capt. of Co. G. 9th Tenn to Maj. Gen. Stoneman, Rutledge, Tenn., April 27, 1865. I was wondering if this statement of being a small band of Southern diehards was inferring that they were guerrillas? I have looked in the National Park Services Soldiers & Sailors list but could not find him; I was wondering if anyone could direct me to any further information on him.
