"Galvanized Yankees"

Does anyone have any information on Confederate POWs who were enlisted into the Union Army to serve on the frontier? I have heard them refered to as "galvanized yankees." Apparently, it was a way out of the harsh conditions of the POW camps and some took advantage feeling that taking one's chances with hostile Indians was preferable to slow starvation and disease in the camps. I have read some references over the years about this "program" instituted by the Union when the frontier was stripped of the pre-war regulars to serve in the east and left the frontier wide open to hostile raiders.
