Boy, I don't know. Cleveland does show up again in Galveston later, as commander of the Bayou City (long after battle of Galveston). Apparently he was told that she was in bad shape and they pulled his cannon and artillery detachment. He gets aboard, realizes she isn't in that bad shape and notifies the authorites he's opertional but doesn't have any artillery or gun crews. He doesn't list a rank in this message either. It almost seems as if the Marine Department has a rotating staff of captains. I wonder if the contract civilians didn't work the runners in between contracts. I've found at least two who did time in Federal prisons for blockade-running. I wonder if Cleveland was some kind of staff officer? It would explain why he shows up in different areas and assignments. O.M. Watkins was such (a Major). I've found him at Sabine, Rio Grande, Houston and Galveston. I also wonder if some of the confusion occurs because some of the officers mentioned are State troops vs CSA. R.I.P. Ford would be an example, he was a State Officer (Colonel), was refused a commission in the CSA for reasons not readily apparent and had a mandate from the Governor and Magruder to run the Border areas, even though there was a CSA staff organization coexisting.
