Capt. Foxhall, I've done some limited research on Hobby's Regiment, as my ggGrandfather was a member of Shea's Artillery Battallion that was consolidated with Hobby's Battallion to form a regiment.

Confederate Military History of Texas - Oran M. Roberts
I've been out of the loop for almost a year, but I believe that Mr. Cotham was working on another book that might give additional information about Hobby's and Coastal Defense of Texas.
By looking at my timeline, November 16 - 30, 1863 is the period that will likely interst you most regarding coastal defense in and around Refugio County.
