I agree that there was probably not a meaningful difference during the Civil War. At the beginning of the war, there may have been an intent to differentiate, but this differentiate seems to have soon been lost.

However, the differentiation goes back much further than Napoleanic times. I know that during the French and Indian Wars, there was a differentiation on the British side. It might go back much further than that, I don't know.
