If it is a government issue marker, the Veterans Administration would have that information submitted with the application for the marker, but I don't know if they can share that info. Also, on the application for the marker is a place for the caretaker of the cemetery to sign, but it is not mandatory and is usally not filled out. If the cemetery has a one, the caretaker may know who placed the marker.
