Now that I think about it....It does take "permanent party" soldiers, besides Drill Instructors to run a training camp. I didn't know if the Confederate Authorities, employed civilians to fill the many job's needed, to keep the Camp operational, with the shortage of soldiers needed in the various theaters? I know the modern military uses both, to help operate the Mess Halls, infirmary, commissary, supply and personnel etc.
So Maj. Walthall, used these men as a kind of "ARF Squad" Action Readiness Force, to help out in case of a threat in the area, which is what happened during Rosseau's raid.

....so it is possible Frank Allred was at the Camp all that time.
