Walthall's report(s) written after Rousseau's Raid suggest anything but a combat-ready force. You might read the Official Records or the accounts in the book mentioned (Sherman's Horsemen) before reaching a conclusion. For comparison sake, conscripts available at Camp Watts (near Notasulga) did not come out to contest Rousseau's men at Chehaw Station. They were simply moved to some safe point while the Yankees burned the camp. It is quite possible that conscripts had not been issued firearms for training.
