Alan, the Arkansas Confederate pension system, although initially very, very restrictive, was gradually liberalized to include not only veterans of Confederate regiments, but also to veterans of State troops, guards and militia; members of the home guards; civilian employees of the Confederate government; and (on a case-by-case basis) men who had rendered other service to the Confederate army and government -- civilian steamboat captains and crew, dispatch riders, teamsters, arsenal workers, etc. The service could have been performed in any of the former Confederate states. Throughout the existence of the pension system, though, there were financial conditions which had to be met -- I guess today we'd call them a "means test".
