Thanks Bryan, this confirms what We were discussing and what I thought.

As far as the Arsenal being commanded by an Ordance Sgt. It would seem that they weren't too concerned about the security of weapons in the Arsenal anyway prior to 1861. Here is an advertisement in the Little Rock newspaper of the public sale of excess inventory from the Arsenal. It seemed to contain some pretty "Modern" weaponry for the time being sold.

This almost mirrors the list of weapons that were seized at the Arsenal in February 1861. The question comes up, Why take the weapons if they were saleing them anyway? By the way these weapons were not sold to state or County agencies. A later advertisement was of a Private retailer who had bought a sizable quanity of these weapon saleing the to anyone who would buy them.
