I mis-read the Order of Battle - sorry about that.
I have the 40th and 42nd Alabama of Baker's Brigade having Mobile Depot flags and this brigade was in the Dept. of Mississippi and East until sometime in November 1863 so they probably got the flags before they came to north Georgia. I know of no instance where the Mobile Depot flags were ever sent to north Georgia; all of them that I know of came when the units from that department moved to Georgia.
There is a mid-November Belknap invoice for 13 battle flags that might include those for Baker's Brigade but the two surviving flags has a post-February 1864 battle honor on them. It is possible that the flags were made plain, issued to the regiments who then later hired someone who did the cut and sewn letters for the battle honors for them.
Most of the invoices cover the flags made in 1864 in the largest numbers. I doubt seriously that the flags were sent form Mobile after they reached Georgia as that was a different department covered by a different depot (Atlanta and its subsidiaries like Augusta, who made the 1864 AOT battle flags, and Columbus who made the uniforms).
