It is interesting that you say that Shelby was determined to organize a division. He certainly claimed that he could raise 5,000 men. What is more interesting is that in the order book Shelby resorts to telling certain officers that he would use force if necessary if they did not report to McCray or Adams. Those pieces of correspondence do not appear in the OR's.
