I think that you almost have to look at specific campaigns, rather than trying to make overall statements about the war- as there were times when the men of both sides were hurting for rations, clothing and shoes- the ANV was in rags during the South Mountain/Sharpsburg campaign, and again in the winters of 63/4 and 64/5 a lot of the reports say the men were hurting for blankets, overcoats, and shoes.The Army of the Potomac was in bad shape when Hooker took over- it almost seems like feast or famine for both armies in the east a lot of the time-Barrett
