Philip,

Ryan is right on target with this. Flags with battle honors for "Missionary Ridge," as an example, did not carry those flags in that battle. They were issued after the fact, and with the 51st Ohio veteranizing in early 1864, a new set of colors (National and regimental) would indeed have been issued to them with the unit designation adding "Veteran Volunteer Infantry" to their number.
