I don't! You certainly can't tell from the photos. When this issue came up last year when the flag came up for auction both Ben and Greg said that the museum folks told them that a rope had been removed from the header, hence the idea that it was a naval flag. When I called the Chrysler museum here in Norfolk they could not remember. In my opinion this flag matches (except the missing star) the Salisbury Prison flag in terms of the seams on the fly which leads me to believe it can from the same "batch".
