I think this flag is indeed wartime. The construction of it in terms of how the bolts of wool lay out are VERY close to the Salisbury flag that Mike posted. The thread count is almost identical to three ANV flags in a museum (First, Third and Fourth Bunting issues) that the then curator checked.

I have no problem with this flag being period.
