William Cogswell, member of Congress from Massachusetts, were forwarded to His Excellency the Governor, by the Secretary of War. We also return the State flag of the Seventh Massachusetts, which has been in the hands of a private individual until a few weeks ago It was the desire of the men who followed the flags to see them once again and to formally turn them over to the Commonwealth. It was thought wise that a short account of their capture should be read by Borne one from each regiment.
