Yes that is true, the 7th New York Heavy Artillery Regiment, AKA 113th New York's flag that was recaptured was their artillery flag. Their National and Regimental flags were captured. Their Regimental flag was silk and a beautiful painting of George Washington. I do believe the 44th Tennessee captured that flag. Any of the flags captured from the 7th New York HA was by that Tennessee brigade. I believe the 25th Tenn got a flag as well, but always confusing.

I will not list Union flags that were captured, then recaptured.

Now with the 2nd Pennsylvania Heavy Artillery Regiment, they lost a flag/flags on June 22nd, 1864. "Jerusalem Plank Road". But one was recaptured, as you pointed out. What is very confusing is several Union colors lost between June 15-18th, 1864. Basically entire Second Corps veterans refused to charge, so the heavy artillery regiments did. Hence, 7th NY HA. The 1st Maine HA, lost around 600ish men out of 900ish men. I do know the 145th PA must have gone in the charge for they lost a flag or flags. It was suicide attack and once they charged and lost many men it was difficult to find the flag pick it up and run back. I know there are a few old books on Grant's First Offensive and I am searching for them.

I have a ton of work to do, but I am making great progress!
