US. War Department Missing numbers

I was reading "The Museum of the Confederacy's Collection," "Colours of the Gray", when I was at home and I noticed that they were missing many US. War Department numbers:

1-7, 11-17, 19-24, 26-32, 35-38, 40-47, 49, 56-58, 60-61, 62-65, 67, 69-74, 76-80, 82-87, 91, 97, 99-105, 107-108, 110, 112-119, 121-123, 126, 128-131, 133-137, 139-140, 142, 145, 148-150, 153, 157-161, 163-164, 167, 170-173, 175-176, 180-181, 183, 185-192, 194, 196-198, 200, 203-204, 206-209, 211-213, 217, 220-225, 227-229, 231, 232, 234-235, 237-238, 242, 245, 247-248, 251, 254, 259, 262-263, 265-266, 268, 271-277, 281, 287-289, 291, 293-294, 296, 301-303, 305-307, 310-311, 313 and 320.

I have come across websites, with some of those "Missing" numbers and I am curious why the MOC did not list them all?

Well, let me know what you think on this subject. I am curious if anyone has the full listing or not. If nobody has the full listing, I will email members of my research team to find it at the National Archives and/or LOC.
