.. I believe MOC only listed those that are in their possession. Those being the ones returned identified to Virginia units, then secondly those from the War Dept that (at the time) had no known state affiliation or identity. Then they also have assorted ones donated directly, some of which originiated from a host of other southern states. Those other War Dept numbered flags identified to SC were returned to SC... Ga to Ga, etc...

Yes it would be nice if such existed that covered them all, regardless of who actually has possession of them. Maybe one day someone will make a full register of all existing/surviving flags in a Lloyds Ship register type format...lol..
