As the war went on and the Richmond Depot cranked out the flags, they were far more standardized within the brigades and divisions. See the full divisional issues for DH Hill's Division (later Rodes'); AP Hill's Division (later part of Heth's and Dorsey Pender's), George Pickett's and Ed Johnson's. Prior to that some brigades did carry almost identical flags while some brigades had a hodge-podge still (Johnson's Division at Gettysburg being one case of this).
Lacking all of the flags we need to make a correct survey much of this is guessing especially for 1862/early 1863. From the summer of 1863 onwards I think you can make a better case for more standard flags within brigades, like Clingman's NC Brigade.
