I am curious to know who were the individuals repsonsible for the netting of CW flags during the early part of this century? It is a known fact today that this technique was very detrimental to the fabric placing undue stress and fracturing to the textile in question.

Did these individuals accumulate an invenotry list of flags that were completed and for who or what institutions?
