I am brain cramping but have the information somewhere. It was a lady and I think her daughter that did this technique before the 60's. This was the best that could be done at the time and of course we have learned other techniques like using Stabiltex to encapsulate the flag without piercing it with the stitches. A key thing in conservation is reversibility and the old method is indeed reversible but takes a lot of time to do it.
