The Richmond Depot would not have made the decision to use Second National flags as battle flags. That would have come from the brigade commander probably. The depot just made flags as ordered by army commanders, etc. If I recall Howard Madaus thought that the whole brigade that the 13th NCT belonged to used Second National flags when they got them sometime in the Fall of 1863.
