His records, Samuel Henry Fisher, show correspondence between the Adjutant General, War Department, with the Oklahoma Board of Pension Commissioners, Oklahoma City, dated June 8, 1915. This would usually mean he filed for a pension as a resident of Oklahoma. I suggest you obtain his Oklahoma pension application for any clues. This may be obtained through the service noted in the Red enclosed box above.

The Tennessee Confederate pension index shows he filed two applications for pension while a resident of Franklin County, Tenn., #'s S3395 & S15575. Do you have both these applications?

.........

He enlisted January 20, 1862 at Tunnel Hill, Georgia.

Have you searched the Tennessee & Georgia census records for his family? Enlisting at age 29 would suggest he was married with children.
