A Formal Call

The "Atlanta Intelligencer" of yesterday says the Secretary of War has called on Governor Brown for twelve regiments for the war. We learn that he will at once issue a call for volunteers and that if they are not raised ina short time, The Gvoernor will promplt order a draft.
We presume the Governors of the States have been called on for their quotas. This is as it should be. Let us be doen with Confederate Government offering bounties to men to enlist. It is unfair to those who have heretofor enlisted without bounties, Let all go in alike.
