Perhaps a researcher who has studied the militia-era Crescent Regiment can answer the question. Past experience with antebellum militia (up to 1861) suggests that the State of Louisiana provided arms for this regiment. It is possible that Governor Moore sent agents to New England to purchase arms just prior to secession. Many Southern governors did so. The problem was that agents from the Italian states were there first and contracted for most of the arms available.

Moore also ordered arms from overseas after the war began.
