Look at the Harold B. Lee Library at Brigham Young University. Other than the Library of Congress, it looks like this might be the only place that has a copy. I doubt they will interlibrary loan a book that is that rare. If it's not too lengthy you might get lucky and get a librarian to make you a photocopy of it.
