By Webster’s Ninth New Collegiate Dictionary, page 628:
Insurgent – a person who revolts against civil authority ~or an established government~
(it says nothing about a modified government.)
[ Established! ] …what was established requires no opinions! We simply need to ask ourselves what was established and when. In that lies a solution .
To me, the question put is more important than an answer received, and in fact, requires none.
