Thank you for the reply. On page 641 of the Cornnel University collection of the ORs on Mar 25 1862 Maj. Gen Halleck wrote an interesting letter to Sec of War Stanton about the state of discipline in the Union Army and the difficulty of punishing soldiers and officers. per feldmans book plenty of complaints were made against Union soldiers but has you point out getting an actual conviction was another matter. Don Johnson has information on a case filed agaist some troopers of the 3rd Wis USV that should be interesting.
