As far as I could tell, the thinking was that there were many more prominent campaigns that hadn't been covered (Red River, for example) that Price was low priority. They didn't rule it out for the future, just put it behind the back burner.

Shelby got approved because Osprey is thin on Trans-Miss, it's a good example of how to do a raid correctly, and there is some star power to Shelby. I even know a history buff in Madrid who knows about Shelby!
