Following recommended by Governor Vance on July 3, 1863 to Hon. James A. Seddon, Secretary of War.

Dear Sir, There has been much complaint among our people, that the participation of our __________ the various battles, had not been noticed/mentioned?, with that commendation to which they are supposed by us to be ________. This has resulted in some measure from the fact, that there are no army correspondents from this State. am exceedingly anxious of removing this ground of complaints and at the same time to provide that the duty of daring and gallantry of our soldiers shall be dully recorded. With this view, I respectfully request that M. J. McSween connected with the 35th Regiment may be detailed to attend the army of Genl Lee as an army corresponded and that you will give him such permission as will affect this object, with such restrictions as the public service may demand.

Mr. McSween is a gentleman of intelligence, a graduate of our University and in such feeble? health that he cannot tender very active service in the field.
