I have no idea of the validity of the authors claims on C-SPAN. I'm certainly no expert on the percentages freed or the motivations of the Northern slaveholders. I have discovered, what appears to be a well researched and sourced site at this URL:

I think I'll be doing some reading and perhaps many of us on this site should visit this site to understand better the Emancipation movement in the North.
