"By the end of the war more than 8,300 black men from Missouri had joined the Union Army, amounting to nearly 40 percent of the state's black male population of military age." According to the footnote, the rates of enlistment in that category for states exempted from the Emancipation Proclamation were Deleware, 25%; Maryland, 28%; Missouri, 39%; Kentucky, 57%; Tennessee, 39%.
