Specifically, Jeff Davis and Stephen Mallory were responsible for the failure properly to provide the needed defensive effort at New Orleans. Davis tried to make Mansfield Lovell the scapegoat for the disaster. Fortunately, the board of inquiry cleared Lovell, but Davis never again let him hold another significant command.
